DescriptionA way to mark a perk (or two) as constant, so it always show up at that specific levelup selection screen while allowing the remaining perks to be randomly selected.

The Humble mech has an unique perk at lv11 (ExtraEfficientContributor), but chances are you might never see it because it's just one among five. And considering the incoming perk overhaul, I think it would be important to be able to show off all those unique perks without limiting those levelup selections to the same 3 perks.

But to be 100% transparent, it would also be interesting for me as a way to deal with one-time only perks on my Roulette mech.
