Summary	0015974: Peltian voting proxies seem to be gained at 1/10th the usual ratio
Description	In the current version, Peltian proxies seem to be gained at a ratio of 1 per 10 influence, at least with friendly dispatches. The Peltian introductory text mentions that proxies are gained at a 1-1 ratio by performing friendly actions. This seems to be a bug, but if this change is intended, the explanatory text should be corrected. Please find attached a screenshot showing the result of a dispatch action. How to reproduce: 1- Start a new game 2- Start a friendly dispatch with the Peltians for 4+ months 3- Notice the decreased voting proxies

It's been 1 proxy per 10 influence for a long time for balance reasons, but that one bit of text was missed in the updates.
