Summary0015674: Attacks on outposts and planets in peacetime
DescriptionI'm playing v. 1.029. Attached is a file where Acutians are attacking a Boarine manufacturing outpost. The two races are at peace. The Acutians don't like the Boarines (-24) but the Boarines like the Acutians (+172.5). When I defend the outpost, autoresolve the battle, and then unpause the game, the Acutians send in more ships. They may send some of them against the Boarine planet. Mousing over the new ships as they come in shows their behavior as "Raiding."

Are raids supposed to happen in peacetime? I've seen a lot of attacks in peacetime. Sometimes races have died that way.

It's also worth noting that the Boarines don't send armadas to defend their outposts (though they have only two). The outpost or outposts that the Acutians attack are eventually destroyed, causing a major attitude hit. Are the Boarines just refusing to leave their homeworld vulnerable, or should they be taking action?

(I also encountered another one of those zero-turn combats with no enemies, but this doesn't show up on reload.)

For 1.033:

* Race fleets now must be friendly towards other race outposts and planets (not necessarily fleets), even if it's a raiding fleet, unless the two races are at war. This is to avoid confusion from "raiders" attacking outposts, etc despite no state of war existing.

Thanks! It's a bit of a pity, since I enjoy races squabbling and undermining each other without declaring outright war. I wanted to say I do support this sort of thing, please keep up the skullduggery.

Unfortunately this particular bit of skullduggery was more trouble than it's worth. The races do not seem to respond appropriately. It's been a regular headache to see races not send ships that they had to defend their outposts, and then hate the attackers when those outposts were destroyed. It's been outright enraging to have the Skylaxians suddenly kill the Evucks and take the planet without a war, a casus belli, or the computer so much as hinting that surreptious genocide is a thing.

I brought this up with another player and he suggested "cattle raids" - smaller actions with a specific non-military objective, named after the attacks in King of Dragon Pass, where the goal isn't to conquer anything, but just to break in and loot some stuff. Maybe I should open a feature suggestion ticket...
